SYNERGY RESERVE™
Reserve Management for Colorado Local Government
Synergy Reserve is our reserve management platform
for Colorado municipalities, special districts, and counties.
Individually managed, not pooled, and with you in control.
So Much Is Riding on the Reserves
The next engine, the next station, and the crews that staff both. Every dollar in their reserves exists so that when their district needs something, the money is ready. Our work is making sure the structure is ready, too.
Some Reserve Dollars Have a Timeline
A new station, engine, plant upgrade, or road program almost always has a known year, and some have a known quarter. When money has a timeline, the portfolio can be organized around it, with investments maturing as the need approaches instead of remaining fully liquid for years.
Some Reserve Dollars Never Will
Emergency reserves and fund balance minimums have no call date, and no one can honestly invent one. Yet leaving them fully liquid treats the money as though it may be needed tomorrow, every day. That permanent liquidity comes at a cost. Undated reserves are often the longest-horizon money in the building.
Synergy Capital is the only investment advisor focused exclusively on reserve management for Colorado local government .
Individually Managed for Each Local Government
This is where the decision gets made on purpose. Each local government holds its own portfolio, built to its own schedule, because the capital plan and the availability the board sets are what the structure answers to.
Nothing Is Locked Away
There are no lockups and no surrender periods. If a need arrives early, positions can be sold before maturity at whatever the market pays that day. The schedule is built so planned needs are met by maturing investments, which keeps an early sale an exception rather than the method.
Held at Fidelity, in Your Local Government's Name
Assets are custodied at Fidelity Institutional, separate from our firm, and the statements come from the custodian. We manage the portfolio. Fidelity holds the money.
“Synergy Capital is a true partner for our fire district. They brought structure and clarity to how we manage our strategic reserves for future capital needs.”

HOW SYNERGY RESERVE WORKS
Three steps to set it up.
Then it stays handled.
The Policy Comes First.
You see it first.
We review your investment policy against Colorado statute and GFOA best practices, and you receive the redline and a clean adoption draft. If the policy is already current, this step is short. This is the first thing we take off your plate.
Policy Adoption.
You set the scope, and the authority stays with you.
If the current policy works, it stands, and we work under it. If it needs updating, we present the update and answer the questions in the room.
The Portfolio Gets Built.
You decide what stays liquid, and what gets invested.
Operating cash stays in the LGIP where it belongs. The rest is invested under your policy and held at Fidelity, in your local government’s name.
Then it stays handled.
The Structure Stays Current.
You stop tracking bond and CD maturities.
We reinvest under the policy and adjust as your plans change.
The Report Is Ready.
You receive a plain English report built for the packet.
Present it yourself, or have us walk through it and take the questions.
You Have a Specialist to Call.
The reserve questions now have somewhere to go.
A rate move, an audit question, and a new capital plan all get the same treatment. The answer comes back in plain English, in time to be useful.
